The measures include enhanced monitoring capabilities and clearer consequences for officers who violate usage guidelines.

“You will get caught,” Langley stated in a direct message to law enforcement agencies considering personal use of the Flock platform for non-official purposes.

The company’s infrastructure spans a significant portion of the United States, with cameras deployed across 49 states and serving more than 6,000 law enforcement jurisdictions. With approximately 120,000 cameras currently in operation, the network generates vast amounts of data that authorities can query to track vehicle movements in real time or conduct historical searches.

Public Pushback Grows Nationwide

Resistance to the expanding camera network has manifested in various forms, from organized protests to physical vandalism. Citizens across different political affiliations have joined forces to oppose what they view as excessive surveillance capabilities. In Florida, 77-year-old Carl Gunn has become a familiar figure standing before one of the cameras with a hand-painted sign declaring opposition to the technology.

Chad Marlow, senior policy counsel at the American Civil Liberties Union, noted that despite differing motivations, critics from both sides of the political spectrum have converged on a common conclusion. Mass surveillance capabilities have expanded beyond reasonable boundaries and require immediate corrective action.

“There’s different reasons, but everyone is arriving at the same position, which is mass government surveillance in this country has gotten completely out of control and needs to be reined in immediately,” Marlow explained.

The recent wave of officer misconduct cases has prompted several municipalities to reconsider their relationships with Flock Safety. In Arizona, the city of Chandler officially ended its contract on August 7 after identifying unusual patterns in camera usage. The Pinal County Sheriff’s Office made a similar decision, citing constitutional concerns related to the Fourth Amendment’s protections against unreasonable searches and seizures.

Individual officers have faced serious consequences for unauthorized use. A Georgia police chief was arrested in November for allegedly using automated license plate readers to harass and stalk multiple individuals. He died by suicide before his trial could commence. Another Georgia officer was arrested on August 7 for employing the system outside official duties. In Apache Junction, an officer resigned following an investigation into her use of department cameras to monitor her spouse.

North Carolina has also seen multiple cases of officer misconduct. Elizabeth Snowman, a police officer in the state, was charged with unlawfully accessing computers after allegedly querying her department’s license plate reader 31 times to track her boyfriend’s ex-wife. Some of these searches occurred while she was off duty, and she reportedly entered false reasons for the queries, including fabricated traffic violations and burglary reports. A second North Carolina officer faces similar charges for conducting an unauthorized license plate search, as announced by the North Carolina State Bureau of Investigation in July.

New Tools for Accountability

Flock Safety’s response includes technological solutions alongside policy changes. The company introduced an “audit assistance” tool earlier this year that automatically flags unusual search patterns for human review. While initially optional for agencies, the system has proven effective at identifying potential misuse. Langley indicated that detection of officer misconduct has increased since the tool’s implementation, suggesting that many cases may have gone unnoticed in the past.

The combination of enhanced monitoring, clearer guidelines, and increased transparency represents a significant shift in how the company manages its relationship with law enforcement partners.
