Why El Niño has made storm development difficult

Phil Klotzbach, a senior research scientist in Colorado State University’s Department of Atmospheric Science, said the summer’s shear levels have exceeded previous benchmarks. During early September, the 30-day average wind shear across the region was the strongest measured since the global satellite era began in 1979. It averaged more than 3 knots above every other year in that period.
The other four leading years for Atlantic vertical wind shear — 1979, 1986, 2015 and 1997 — each occurred during an El Niño phase. Seasonal outlooks had anticipated that El Niño would reduce hurricane development in 2026, and the season’s performance through mid-September has followed that expectation.
Tropical Storm Dolly, which formed Aug. 27, offered a recent example of those hostile conditions. Forecasters noted that satellite imagery showed the impact of shearing winds, and the system was expected to be brief. Dolly lasted less than 24 hours.
Dust and dry air add another obstacle
El Niño is not the only force keeping the Atlantic quiet. Jhordanne Jones, an assistant professor in Penn State’s Department of Meteorology and Atmospheric Science, said Saharan dust and dry air have been moving across the Atlantic at the same time El Niño has limited rising air needed for rainfall and thunderstorm development.
The combined effect makes it considerably harder for tropical disturbances to become organized storms.
“So it’s like a double suppression.”
Dry air and dust have helped extend drought conditions across portions of the tropical Atlantic. Puerto Rico provides one notable example: roughly 80% of the island was experiencing drought conditions on the U.S. Drought Monitor. Without a major shift in the pattern, Jones said the quiet period could continue.
“We’re not going to be seeing any activity for a while.”

Storm totals are only one way scientists judge a hurricane season. Another important measure is Accumulated Cyclone Energy, commonly called ACE. This index combines storm intensity and lifespan, giving more weight to powerful systems that remain active for longer periods.
Through Sept. 10, the Atlantic’s ACE total stood at 4.4. Klotzbach said that was the lowest value for this stage of any season since 1950. The number reflects both the limited count of tropical storms and the inability of those systems to persist or intensify.
Limits of the historical record
Comparisons with seasons before satellite coverage require caution. Before modern satellite monitoring, storms over open water could go unseen if they did not approach land, encounter aircraft reconnaissance or cross paths with ships. Matthew Rosencrans, a meteorologist at NOAA’s Center for Weather and Climate Prediction, noted that much of the early hurricane record was assembled from land observations, ship logs and aircraft reports.
Two seasons in the early 1900s are believed to have gone without a hurricane, but the incomplete observing network of that era creates substantial uncertainty. Klotzbach has warned that pre-1950 hurricane totals may be significantly undercounted, especially for storms that stayed far from populated coastlines.
Historical reconstructions by NOAA experts show that five seasons had a hurricane form after Sept. 11. That history underscores the key message of 2026’s extraordinary lull: the Atlantic has been unusually quiet, but the season is not over.
