Following discussions between Merkley's staff and the Interior Department, it became clear that the agency wanted $10 million specifically to cover "routine costs" tied to various National Mall events. These gatherings include the Rededicate 250 prayer ceremony, which has been characterized as heavily Christian-oriented, the Great American State Fair, and the July 4th Salute to America celebration, Merkley noted in his written communication.
Questions About Previous Spending Emerge
Merkley pointed out in his letter that Freedom 250 has already expended more than $100 million in combined taxpayer and private funds that were previously allocated to the organization. He emphasized that Congress had already contributed significant resources to these celebrations, making it unreasonable to expect American citizens to cover additional costs.
"Congress has already provided substantial funding for these activities," he wrote. "It is unacceptable to ask the American people to bail out Freedom 250."
The 2025 One Big Beautiful Bill Act established a $150 million pool for the Department of the Interior to distribute according to its discretion for the country's bicentennial-plus celebrations. Under this arrangement, $50 million went to America250, the congressionally mandated body responsible for coordinating anniversary festivities, while $100 million was directed to Trump's Freedom 250 initiative.
Private Donations and Security Concerns
Beyond government allocations, Freedom 250 actively pursued contributions from major corporations such as Exxon Mobil, Mastercard, Deloitte, and Palantir. These fundraising activities faced increased examination this year when Democratic lawmakers raised concerns about whether the administration might be providing favorable policy decisions in return for corporate donations.
America250 has not confirmed whether it has received the full $50 million allocation. In a statement sent via email, the organization noted that it "has received a portion of the One Big Beautiful Bill Act funds to date, and remain in conversations with Congress for our funding requests." Records from February indicated that America250 had secured only $25 million of its total allocation at that time.
The Interior Department explained in correspondence with USA TODAY that the additional funding request addresses expenses connected to an "elevated security posture" implemented at various events following a security incident at the White House Correspondents' Dinner in April, along with other significant threats that emerged during the year.
Organizational Structure and Upcoming Events
Full public disclosure of Freedom 250's financial records, including private donation totals and expenditure details, will not occur until after the fiscal year concludes on September 30. The organization was established by the Trump administration as a subsidiary of the National Parks Foundation, a congressionally chartered nonprofit entity. This particular organizational arrangement enables Freedom 250 to avoid certain traditional disclosure requirements that typically apply to federal agencies.
So far, Freedom 250 has invested at least $10 million in converting tractor-trailer trucks into mobile history exhibitions. These displays have drawn criticism for allegedly offering a narrow, Christian-centric interpretation of American history. Additionally, the organization compensated Event Strategies Inc., the same company responsible for organizing President Donald Trump's January 6, 2021, rally, with hundreds of thousands of dollars to coordinate various 250th anniversary activities.
Congressional members, including Senator Merkley, have repeatedly requested information from the Interior Department concerning Freedom 250's utilization of the $100 million in taxpayer money, details about private donors, and expenses associated with anniversary programming. As of July 30, the Interior Department had not issued a public response to these inquiries.
When contacted regarding the funding request, Freedom 250 spokesperson Danielle Alvarez stated that "Democrats are trying to make America's 250th birthday about partisan politics."
"Their divisive rhetoric forced Freedom 250 to increase security at these events, but we won't let them stop us from honoring our country's milestone," she continued. "This is just another attempt to divide us, and it won't work."
Two additional events remain on Freedom 250's calendar before the year concludes. The Patriot Games, a national high school athletic competition, will take place August 9-11 at Spire Academy in Ohio. Following that, an IndyCar race will circle the National Mall on August 22-23.
